The status of the proposals in Gujarat is as under :
Gujarat :
·Gujarat Maritime Board had commissioned M/s. RITES for a feasibility cum traffic survey report for providing rail connectivity to Rozi & Bedi Port from Windmill Station in year 2003.GMB has yet to approach Railways for rail connectivity.
·Gujarat Maritime Board had commissioner M/s RITES for a survey to provide connectivity to PorbandarPort.The report was submitted in June 2002.GMB is considering constructing a rail link of 5.1 km from Porbandar to PorbandarPort at their own cost.
This information was given by the Minister of State for Railways, Shri R. Velu in a written reply in the RajyaSabha today.
As part of the on-going process of development, it is planned to construct Deep Draught Iron Ore Berth and Deep Draught Coal Berth at Paradip Port at a total estimated cost of Rs.892.60 crore. The projects are at tendering stage. Plan for Development of Southern Dock Complex at the Port is also at preliminary stage.
Note: Several companies have expressed interest in developing Barunei muhana in Kendrapada as a top notch port. These companies are: Mittal Steel, Adhunik Metallic and SPI infrastructure.
Update: It could n’t come up on the 26th (item 17) as the Lok Sabha was adjourned after the Railway budget. It was scheduled to come up on the 27th (page 4), but the Lok Sabha was again adjourned following protests by NDA and others raising the issue of the farmer’s plight. Its scheduled to come up again on the 28th. But again the house was adjourned till the next day just about when this item was supposed to come.

It says that among the shortlisted 13 locations for ports the chances are not good for Chandipur, Bahabalpur and Chudamani and if ports come up in the remaining 10 then Orissa will have the second largest number of ports.
Chennai-based Creative Port Development Private Limited today inked a concession agreement with the state government for sharing revenue from a Rs 2187 crore proposed deep-water, all-weather, mechanised port in Balasore.
The company, in December 2006, had signed an MoU with the government to develop the port on the Subernarekha river mouth at Kirtania in Balasore.
The first phase of the port with a handling capacity of 10MTPA has been planned to be commissioned by 2010 and ultimately its capacity would go up to 50MTPA by the 10th year.
As agreed, the company today signed the deal which enables the state to share revenue at the rate of five per cent from first to fifth year, eight per cent from sixth to 10th year, 10 per cent from 11th to 15th year and 12 per cent for the remaining 15 years.
CPDL would enjoy the concession for a period of 30 years, extendable by an additional period of 20 years.

the State Commerce and Transport Department, in its sanction order-29753, dated May 30, 1970, had allotted 3, 793.21 acres in the first phase and 2285.23 acres in the second phase to the Paradip Port Project. Most of the lands were obtained from Sandhakuda, Bijayachandrapur, Balijhari and Bhitaragara villages, under Kujang Tehsil. According to the official sources, about 6,889 acres of land were supplied to the Paradip Port Trust.
The State Government had provided 62.19 acres of land to the Paradeep Phosphate Ltd, which is a fertiliser plant that started its project in 1982. The PPL had acquired 405 acres of private lands from Bhitaragada village on its own.
… in Paradeep-Cuttack railway line 137 acres of land were acquired from the Bhitaragada village.
Kujang Tehsil had about 1,500 acres of Government land in the Musadiha area that was provided to the Oswal Fertiliser Plant in the year 1995-96. The plant had also purchased about 500 acres of private land from the local people.
… in 2000 Indian Oil Corporation had purchased 3,300 acres of private land from the local people of 17 villages for its refinery project, which was to be set up on the outskirts of Paradip but the project is yet to come.
for much-hyped Haridaspur-Paradip Railway Project, widening of the NH-5 and recent expansion of Cuttack-Paradip State Highway, thousands of acres of both Government and private lands have been acquired from Kujang Tehsil.
Essar, the 6 million tonnes steel plant project, moves for the land acquisition in Paradip and the project needs about 1,950 acres of land. The State Government has already given 350 acres of land to the plant. It will procure the remaining required land from private land.
Posco has shown a demand of about 4,004 acres of land in Dhinkia, Gadakujang and Nuagaon villages for its steel plant and port project. The State Government has given assurance and has provided Posco most of the encroached Government and forestlands. The rest of the required land would be purchased from private landowners.
… The company had signed an memorandum of understanding (MoU) with the Orissa government on December 2006. The port is proposed near the mouth of Subernarekha river and is estimated to cost Rs 2,000 crore.
According to state commerce minister Jaynarayan Misra, the company has made progress after the signing of the MoU. It has applied to the Centre for environmental clearance of the port project and has applied to the railway ministry for sanction of rail link.
However, the exact date of starting the construction work of the project can be known after the signing of the concession agreement, he said.
According to the provisions, the concession agreement needs to be signed within six months of the Mou. However, there has been a delay of about 4 months.
The company has sought 1,018 acre land for the port and 1,300 acres for the rail corridor. CPDPL will pay land premium as per the rates provided in the Industrial Policy Resolution-2007. However, the government is yet to provide any land to the company.
The minister said, the land acquisition for the project may not face much problem as the displacement of people will be minimal. Only eight families of the village Chaumukh will be displaced due to the project.
Official sources said, Kirtania port will come up on Build-Own-Operate-Share-Transfer (BOOST) mode. While the concession period will be 30 years, the government will have the power to extend it.
Though the State Government has not been successful so far to acquire lands for mega industries like Posco and Arcelor- Mittal, it has been able to acquire lands for the upcoming Dhamra Port. The Port will cater to demands of the industries coming up in the Kalinga Nagar area in Jajpur district.
… Revenue Minister Manmohan Samal said the Government had so far acquired 2,033.47 acres of land from three tehsils for Dhamra port. Under Chandbali tehsil, Government has acquired 954.74 acres of land. It has also acquired 564.64 acres of land in Tihiri and 517.27 acres in Bhadrak tehsil. 1,510 people have already got the compensation for giving their land for the port. Another, 683 people will get compensation.
The Port Authority has so far given Rs 56 crore to the district administration for the purpose of giving compensation against land acquisition.
“We have received a proposal from Navayuga group for a 12 MTPA capacity unit,” state secretary, steel and mines, U P Singh told TOI on Monday, confirming the development. Official sources disclosed that the Navayuga group is interested to set up a port-based steel facility, preferably at Astaranga in Puri district.
Chairman of Navayuga Engineering Company Limited ((NECL) C V Rao had earlier this year made a presentation before chief minister Naveen Patnaik about the groups plans to develop a port at Astaranga on a build-own-operate-share-transfer (BOOST) basis with an investment of Rs 6000 crore. But the company’s sudden keenness to make a foray into the booming steel sector, that too in a big way, has come as a surprise to many.
The group’s proposal for developing a port is in the final stages of getting approval, but the state government is yet to examine its application for setting up a mega steel plant, pointed out an official.
The land and water requirements as well as raw material linkage have to be studied. The proposal will be placed before the Single Window Clearance Authority headed by the chief secretary before a decision is taken, the official added.
The company had earlier requested the state government for 5000 acres of land for its port complex and other projects, including a 1320 (2 x 660) mega watt captive power plant, fly ash brick unit and desalinization facility.
The group had also suggested the government for construction of a 50-km railway link between Khurda Road to Astaranga via Sakhigopal at an investment of Rs 400 crore through the public-private-partnership mode, sources said.
New Indian express reports that Orissa Stevedores Ltd (OSL) started the renovation of Gopalpur Minor Port and its expansion into an all weather port. Excerpts:
“This seasonal port work which was earlier managed by the State Government was entrusted to OSL last year to be developed into a full fledged, all weather port by OSL, on a build own operate share transfer (BOOST) basis for a concession period of 30 years.While the minor Gopalpur port was spread over 282.755 acres the planned all weather port will come up on 513.786 acres. As per the notification by the State Government the district administration has already initiated measures to hand over land to OSL besides leasing out some stone quarries.
As per the initial plans, the port would be developed in two phases at Rs 720 crore. The first phase of the project would involve upgradation and rehabilitation of the existing minor port at Rs 20 crore.
Phase II involves an investment of Rs 700 crore for the development of the port into an all-weather one. On completion of 30 years, the developed port will be handed over to the State Government. However, the private operator would also have to share its gross revenue with the State Government.”
Naveen Patnaik today insisted on the correction of regional imbalance in the country.
“National integration cannot be complete unless there is equitable growth,” he said, while participating in the deliberations of the sub-committee of National Integration Council at New Delhi today.
Historically, the eastern region has not been able to develop as fast as some of the other regions of the country. Enormous resources are required to improve the infrastructure of this region in the form of roads, railways, ports and power.
Without such infrastructure this region cannot attract the kind of investment that would be required for a holistic growth of the national economy, argued Patnaik.
“This may ultimately lead to marginalisation of these regions which would be detrimental to national integration,” he said.
The committee accepted his suggestion and agreed to include this as an agenda of the meeting of the National Integration Council that is going to take place shortly. Naveen also observed that it is equally important to develop human resource of the backward region for the people of those areas to reap the benefits of economic growth. He stressed the need for enrichment of the social capital of the states.
“The country should be prepared to invest in education, including technical education, health, sanitation and governance with special emphasis on the eastern region of the country,” he said.
Patnaik further offered to host the meeting of the Eastern Zonal Council at Bhubaneswar, which was accepted by Union home minister Shivraj Patil, who chaired the meeting today.
“The latest proposal came today from Kolkata-based Shyam-Century Group of Industries,” said Transport Secretary Priyabrata Patnaik here.
He said the company had proposed to develop a 14 million tonne cargo handling capacity all-weather port at Bali-Harichandi near Puri town and close to Chilika Lake.
The sources said, the company which presented its proposal before Chief Minister Naveen Patnaik and other senior officials, pointed out that it would develop the port with an investment of Rs 1900 crore.
In first phase, the company planned to start with 3 mt capacity and two berths for the purpose.
Orissa government, the sources said, asked the company to submit a detailed project report (DPR) on the proposed port.
Prior to this, a Hyderabad-based company has shown interest in setting up a port at Astarang near Konark in Puri district.
“The firm also submitted its preliminary report with the state government. Both the proposals will be processed before the government finally accepts their proposal,” said Transport Department Special Secretary P K Mishra.
