Balasore, Dam project, Mayurbhanj, Subarnarekha Comments Off on Subernarekha Multipurpose Project (SMP) to be partly functional by the middle of 2010

Following is an excerpt from a report in Business Standard.

The Subernarekha Multipurpose Project (SMP) which is an inter-state irrigation project conceived in 1970 by the Bihar government with funds from the World Bank, is likely to be partly functional by the middle of 2010 when the 56-km canal now in final stages of construction will be operational by releasing water to irrigate at least 6,000 hectares of land in Orissa.

According to SMP sources, the Jharkhand government is likely to hand over the canal to Orissa government in the middle of next year. The Orissa government has started construction of three reservoirs to store surplus water to irrigate more lands.

…  The initial cost of the SMP was estimated at Rs 3,000 crore, but gradually the cost went up manifold. The original plan of the SMP was to erect a dam on the Kharkai at Chandil, near Jamshedpur and a barrage at Galudih to supply water to Jharkhand, Orissa and West Bengal using the canals.

Ong dam project gets environmental clearance

Bargarh, Dam project, Mahanadi River Comments Off on Ong dam project gets environmental clearance

Following is an excerpt from a report in New Indian Express.

The Ong dam project at Pujaripali in Padampur block of Bargarh district has received the much awaited environmental clearance from the Ministry of Environment and Forest(MoEF).

… Initially estimated to cost Rs 305 crore, the project was sanctioned by the Central Water Commission in September 2000.

The revised cost of the project will be nearly Rs 500 crore and this has been posed before the World Bank for funding under the Orissa Water Resources Improvement Project, official sources said.

The Water Resources Department has proposed to construct a reservoir on river Ong, a tributary of Mahanadi and the project envisages to irrigate about 30,000 hectares drought-prone areas of Bargarh and Balangir districts.

The submergence at full reservoir level is 5,100 hectares out of which, 167 hectares of neighbouring Chhattisgarh will be affected.

While 32 villages will affected by the project, 10 will be fully submerged.

As inter-state issues are involved, a public hearing was conducted in Chhattisgarh on September 11 and the willingness of people for the project has been communicated to the Centre.

All that they would have for company are the four rafts. Some of the towns they would pass through are Singhnath, Gopinathpur, Subarnapur, Cuttack, Tirtol and Kujang.

… The Minister said, the State Government would keep patronising such adventure sports in future.

The expedition is being orgnised by the State Sports and Youth Affairs Department. Its director Narayan Prasad Das was present on the occasion.

Following is an excerpt on this from a report in Telegraph.

… Subernarekha is an inter-state river flowing through Jharkhand, Orissa and Bengal. Under this agreement, water will be shared by the three states in the ratio of 71 per cent, 27 per cent and 2 per cent respectively.

On the Jharkhand side, construction of the Chandili dam and Galudih barrage on the upstream of Subernarekha and 90 per cent earthwork has been completed, officials in the state water resources department said.

However, this inter-state irrigation project is still incomplete as the Jambhira barrage and canal system on Jharkhand-Orissa border is yet to be completed. A sum of Rs 140 crore was spent on the construction of the barrage and canal during 2006-07. An estimated Rs 253 crore will be spent this year, said state water resources secretary Aurobindo Behera. Of it, Orissa will provide Rs 105 crore to Jharkhand this fiscal to complete work on its side. The project from Jharkhand is expected to be complete by December 31, 2008, so that Orissa is able to get irrigation water, said Behera. So far, construction of a 46km canal on Orissa side has been completed and the project is expected to be commissioned by 2009-10.

An estimated Rs 3,500 crore will be required for completion of the project, out of which Rs 1,756 crore will be made available under Accelerated Irrigation Benefit Programme of Central government. Orissa has so far spent Rs 466 crore on the project, said the EIC.

Water power magazine reports on a plan by a French company to build hydro electric projects on the Baitarani river. (This is the river where there is flooding now which has cut off the district HQ town of Jajpur from the rest of Orissa.) Following are excerpts from the magazine report.

French energy group Velcan was recently granted two 30-year concessions to develop projects with a combined capacity of 50MW in Orissa state.

Velcan Energy said it planned to develop a pair of 25MW projects on the same river for the ‘Baitarani’ project and although they would be built 5km apart they will be operated as a single scheme.

The company is proceeding with applications for the necessary authorisations and hopes to start construction in the second quarter of 2009 for commissioning and operations by the end of 2011.

The ‘Baitarani’ scheme will consist of two dams – Bhimkund and Tarini. It is planned that the hydro plants should be able to generate up to 200GWh per year, and secure 210,000 Certified Emission Reduction (CER) credits per annum. …

New Indian Express reports the Orissa minister’s statement on this regard in the assembly. Following are some excerpts:

Refuting Opposition charges that the State Government has paid no attention to flood control measures, Planning and Coordination Minister Padmanabha Behera said a master plan is being prepared in this regard for Tel river basin.

The State Government has also decided to construct a barrage at Barmul on river Mahanadi as a part of flood control measure. Only seven villages would be submerged because of the project, he said.

He reiterated the State Government’s commitment to irrigate 35 percent agriculture land in all the blocks in the State. … the minister said out of the 314 blocks, 194 blocks have less than 35 percent irrigated agriculture land.

More than 60 percent of these blocks are in KBK and backward areas, … and … steps have been initiated under different programmes to increase the land under irrigation in these blocks.

Stating that the project to link Bansadhara with Rushikulya river would not be economically viable, the Minister said the State Government was contemplating to implement Lower Bansadhara project which can irrigate 31,000 hectares.

… Leader of Opposition J B Patnaik said 40,000 hectare agriculture land can be brought under irrigation if a dam is constructed on the upper basin of Mahendra Tanaya river.

…, JB said 30 lakh acres could be brought under irrigation within the next five years by spending Rs 8,000 crore. He said pani panchayats should be scrapped.

Mahanadi River, Natural Gas, Oil Comments Off on Gas and oil discovery by ONGC in the Mahanadi river basin

NDTV reports discovery of gas and oil in the Mahanadi river basin. Following is an excerpt from that report.

Oil and Natural Gas Corporation (ONGC) has made five oil and gas finds in eastern offshore and north-east, the most significant being a gas discovery in the Mahanadi basin block where 3-4 Trillion cubic feet of gas reserves have already been established.

“ONGC made second discovery in Mahanadi basin in MN-DWN-98/3 block in east coast of India about 60-km off Paradeep coast in Orissa,” the company said.

The well MDW-4A at a water depth of 1,087 meters produced gas with a high flow potential from a depth of 1,800 meters. The state-run firm has 100 per cent interest in the block it won in first round of New Exploration Licensing Policy.

The company has so far drilled five wells in Mahanadi Basin and made the first discovery in 2006. It, however, did not say the reserve potential in the new discovery.

“This is again a new discovery and potential of the field is being assessed. The flow rate of oil is highest among the discoveries in North-East. Oil is of very good quality sweet crude with API gravity of 33 and pour point 300 degree Celcius,” it said.
