National Knowledge Network to be launched tomorrow

Update: As reported the NKN was launched. Its web page http://www.nkn.in/ was unveiled. As per the web page currently 104 institutions are connected to it, two of which are from Odisha. They are:

  • IIT Bhubaneswar

Backgrounder on the eve of launch of NKN

National Knowledge Network (NKN) is a revolutionary step towards creating a knowledge society without boundaries. Launch of the website and logo of NKN tomorrow will open the NKN to the community at large. It will provide unprecedented benefits to the knowledge community and mankind at large. The purpose of such a knowledge network goes to the very core of the country’s quest for building quality institutions with requisite research facilities and creates a pool of highly trained professionals. The NKN is a state-of-the-art Pan-India network. It will facilitate the development of India’s information infrastructure, stimulate research, and create next generation applications and services. NKN is designed to provide high availability, Quality of Service, security and reliability

National Knowledge Network (NKN) project is aimed at establishing a strong and robust internal Indian network which will be capable of providing secure and reliable connectivity. bring together all the stakeholders from science, technology, higher education, healthcare, agriculture and governance to a common platform.

Using NKN, all vibrant institutions with vision and passion will be able to transcend space and time limitations in accessing information and knowledge and derive the associated benefits for themselves and for the society. Establishing NKN is a significant step towards ushering in a knowledge revolution in the country with connectivity to 1500+ institutions. NKN is intended to connect all the knowledge and research institutions in the country using high bandwidth / low latency network.

Globally, frontier research and innovation are shifting towards multidisciplinary and collaborative paradigm and require substantial communication and computational power. In India, NKN with its multi-gigabit capability aims to connect all universities, research institutions, libraries, laboratories, healthcare and agricultural institutions across the country to address such paradigm shift. The leading mission oriented agencies in the fields of nuclear, space and defence research are also part of NKN. By facilitating the flow of information and knowledge, the network addresses the critical issue of access and create a new paradigm of collaboration to enrich the research efforts in the country. The network design is based on a proactive approach that takes into account the future requirements and new possibilities that this infrastructure may unfold, both in terms of usage and perceived benefits. This will bring about a knowledge revolution that will be instrumental in transforming society and promoting inclusive growth.

Background

The idea of setting up the NKN was deliberated & finalised at the office of Principal Scientific Advisor (PSA) to the Government of India (GoI) and the National Knowledge Commission (NKC) after a collaborative engagement with the key stakeholders including experts, potential users, telecom service providers, educational and research institutions. The discussions resulted in a consensus for an optimal approach to be adopted for setting up such a network, to provide a unified backbone for all the sectors.

Government of India has constituted a High Level Committee (HLC) for establishment of NKN, under the Chairmanship of the PSA to GoI. National Informatics Centre has been designated as implementing agency for NKN. The vision of NKN has been translated into an action plan by the Technical Advisory Committee (TAC) set up by the HLC.

NKN was approved in March 2010 by the Cabinet with an outlay of Rs 5990 Crores. As a forerunner of NKN Initial phase has been successfully executed by National Informatics Centre (NIC).

Highlights

The architecture of NKN has been designed for reliability, availability & scalability. The network consists of an ultra-high speed core, starting with multiple 2.5/10 G and progressively moving towards 40/100 Gigabits per Second (Gbps). The core is complimented with a distribution layer covering all districts at appropriate speeds.

The participating institutions at the edge would seamlessly connect to NKN at gigabit speed. The NKN shall be a critical information infrastructure for India to evolve as a knowledge society. NKN is a significant step which will enable scientists, researchers and students from across the country to work together for advancing human development in critical and emerging areas.

– Establishing a high-speed backbone connectivity which will enable knowledge and information sharing.

– Enabling collaborative research, development and Innovation

– Facilitating advanced distance education in specialized fields such as engineering, science, medicine etc.

– Facilitating an ultra high speed backbone for e-Governance

– Facilitating integration of different sectoral networks in the field of research, education, health, commerce and governance.

Connectivity

The backbone of the network starts from 2.5 Gbps and progressively moves onto 10 Gbps connectivity between 7 Supercore (fully meshed) locations pan India. The network is further spread out through 26 Core locations with multiple of 2.5/10 Gbps partially meshed connectivity with Supercore locations. The distribution layer connects entire country to the core of the network using multiple links at speeds of 2.5/10 Gbps. The end users are being connected upto a speed of 1 Gbps.

The network architecture and governance structure allows users with options to connect to the distribution layer as well.NKN enables creation of Virtual Private Networks (VPN) as well for special interest groups.

NKN provides international connectivity to its users for global collaborative research. Presently, NKN is connected to Trans Eurasia Information Network (TEIN3). Similar connectivity to GLORIAD network is in the pipeline.

Applications

Countrywide Virtual Classroom

The NKN is a platform for delivering effective distance education where teachers and students can interact in real time. This is especially significant in a country like India where access to education is limited by factors such as geography, lack of infrastructure facilities etc. The network enables co-sharing of information such as classroom lectures, presentations and handouts among different institutions.

Collaborative Research

The NKN enables collaboration among researchers from different entities like GLORIAD, TEIN3, GARUDA, CERN etc. NKN also enables sharing of scientific databases and remote access to advanced research facilities.

Virtual Library

The Virtual Library involving sharing of journals, books and research papers across different institutions, is a natural application for NKN.

Sharing of Computing Resources

High-performance computing is critical for national security, industrial productivity, and advances in science and engineering. The network enables a large number of institutions to access high-performance computing to conduct advanced research in areas such as weather monitoring, earthquake engineering and other computationally intensive fields.

Grid Computing

The NKN has the capability to handle high bandwidth with low latency and provision to overlay grid computing. Some of the grid based applications are climate change/global warming, science projects like Large Hadron Collider (LHC) and ITER. The NKN can be the platform to realize many such innovative applications. The Garuda Grid has enhanced its power and stability by migrating to NKN.

Network Technology Test-bed

NKN provides test-bed for testing and validation of services before they are made available to the production network. NKN also provides an opportunity to test new hardware & software, vendor interoperability etc.

New tribal university in Andhra Pradesh; not clear if it is a centrally funded one or a state funded one

Going back to April 2010, there are several news regarding establishment of a tribal university in Andhra Pradesh. The early news reports talked about it being a state initiative. However, the recent news reports mention experts from outside being involved in evaluating locations and in reporting to the center, which suggests that the center may also be involved in the making of this university. We now give several excerpts.

Dogged by the question of a dismal State of higher learning among tribals in the State, the government is ‘seriously’ contemplating establishment of a Tribal University. “A strong demand from tribal groups and other concerned sections of society in the recent past has made the government to sit up and think on the ways and means to establish a university,” divulges a top-level source in the Tribal Welfare Department.

“The government had initially explored the possibility of converting Srikakulam’s MG University into a Tribal University. This idea was dropped due to certain practical difficulties,” recalls the officer about the efforts made by the government so far.

The government has also rejected an offer from the Tribal University at Amarkantak in Madhya Pradesh for affiliating some of the colleges here with it.

Andhra Pradesh Tribal University is all set to come up on a 300-acre site in Chintapalle.

A study team of senior professors led by Samaresh Bandopadhyay (Kolkata) with Sudarshan Nadu (Bhubaneswar), Joseph Bara (JNU) and Registrar of Indira Gandhi National Tribal University from Amarkantak in Madhya Pradesh, Ashok Singh, which inspected the site on Friday, will be submitting feasibility report to the Centre.

“We are absolutely happy that a lot of land is available with facilities like power, water and connectivity. In fact, this place is more accessible than Amarkantak where there is already a university,” Prof. Bandopadhyay told The Hindu at the Visakhapatnam airport after returning from Chintapalle on Saturday noon. The tribal university would provide avenues of education, particularly higher education and research facilities primarily for the tribal population of the country, he said. If everything went on well, the new university at Chintapalle could be started by June, he added.

While the Centre is mulling to set up the campus at Chintapalle in Visakhapatnam Agency, …

IGNTU, located in the small pilgrim town of Amarkantak in Anuppur district in Madhya Pradesh, became functional some time ago and has already established its regional campus in Manipur after the state government handed over 370 acres of land for establishment of a permanent campus. Sources said IGNTU was also approached by Andhra Pradesh, Orissa, Kerala and Gujarat to open its regional campuses in the respective states.

The government had initially explored the possibility of converting Srikakulam’s Mahatma Gandhi University into a tribal university.

"But the idea was dropped due to practical difficulties and logistical problems. Visakhapatnam became a potential site for the campus as it has basic amenities like power, water and better connectivity," a senior official said.

… After visiting some sites here, the team of senior professors led by registrar of IGNTU Ashok Singh said they would be submitting a report to the Centre soon.

In comparison, the more established Institute of Phyiscs (IOP), Bhubaneswar currently has 18 regular faculty and 4 open positions and the Institute of Life Sciences (ILS), Bhubaneswar has 13 regular faculty and is recruiting.

In terms of academic programs, IMA offers a B.Sc(Hons) in Mathematics and Computing and an M.A/M.Sc in Computational Finance. It also supervises Ph.D and post-doctoral students. It has plans to introduce a 5 yr integrated Computer Science program and a 5 yr integrated B.Math/M.Math program. The National Board for Higher Mathematics, Department of Atomic Energy, Govt. of India has agreed to fund the B.Math/M.Math programme. It is also involved in Math olympiads, RMTS (Rural Math Talen Search) and mathematics training camps for school students to prepare them for olympiads.

In contrast IOP offers predoc (M.Phil), doctoral (Ph.D) and post-doctoral programs and ILS offers only Ph.D and post-doctoral programs.

Details emerging on Vedanta Science College in Lanjigarh, Kalahandi

Following is an excerpt from a report in tathya.in.

Prof. Gopabandhu Behera and Dr. A. K. Nanda, who are also the Governing Body member of Vedanta Science College were also present. 

Mr.C Joseph, in-charge of the Vedanta Science College, Nabakrushna Panda, Principal, Government Autonomous College, Bhawanipatna, S P Nanda, Principal, Government, Women’s College, Bhawanipatna, Sudershan Rath, Principal, Bisamcuttack College and Bharat Rath, Principal Rayagada Government College also graced the conference.

The objective of the conference was to make the people conscious about the value of science education at degree level as well as to discuss about the proposed Vedanta Science College at Lanjigarh. 

Dr. Kumar, President and COO, VAL, said, “Vedanta Science College was a long pending demand of the people of Western Ordisha. 

He said that Vedanta is committed to create a state of art Science College that will promote quality science education in Western Odisha. 

Quality Science education can help in developing technical manpower for industrialization in the state, he added. 

The proposed Vedanta Science College will start its academic session from 2011. 

The institution will provide education in subjects of Physics, Chemistry, Botany, Mathematics, Zoology, and Environmental Science.

It should be noted that there are very few (could be zero) fully private (i.e., without depending on state grants) science colleges in Odisha. Even the government ones and private ones that depend on state grants do not have good infrastructure and do not have adequate quality faculty. The more well known private higher education institutions of the state focus on trade oriented disciplines like engineering, management, medicine, pharmacy, biotechnology etc. so that they can charge adequate amount of student tuition. This includes deemed universities like KIIT and SOA and the private state university Centurion. None have science programs at the Bachelors level.

So if the Vedanta Science college in Lanjigarh becomes a good quality science college, then it would be a big boon to Kalahandi and Rayagada districts and hopefully it will also encourage other private groups to establish similar colleges.

India’s Supreme Court takes up the appeal by the Odisha government and Vedanta University against the high court judgment

Following is an excerpt from a report in Economic Times.

 

The Supreme Court on Friday admitted petitions of Anil Agarwal Foundation and the Orissa government challenging the Orissa High Court , which ruled acquisition of over 6,000 hectares for an international university in Puri was illegal. …

The state government and Anil Agarwal Foundation, in separate special leave petitions told the apex court that the appellant foundation is a public limited company under the Companies Act.

The state government argued that the land acquired for the mega university was not illegal. The high court had held that land acquisition was not permissible under Section 40(1)( a) of the Land Acquisition Act. Earlier, two different benches of the apex court refused to hear the case as one judge, each, was linked to the adjudication of the issue earlier. The petitions were admitted by a bench comprising Justice DK Jain and Justice HL Dattu.

… Chief minister Naveen Patnaik had made a statement in the assembly denying that an ordinance was passed to build the university. "The reference to the ordinance is baffling. The fact is that no ordinance has ever been promulgated by the government for establishing the proposed Vedanta University. Under the UGC Regulations , 2003, a university can be set up by an Act of Parliament or state legislature by a Section 25 company or a trust or a registered society. The promoter of the proposed university, the foundation is a "not for profit" company registered under Section 25 of the Companies Act" .

The Supreme Court on Friday ordered the Orissa government to maintain status quo on acquisition of 6,000 hectares of land for setting up an international university by UK-based Vedanta group in the holy city of Puri.

A Bench of Justices D K Jain and H L Dattu passed the order on appeals filed by the Orissa government and the Anil Agarwal Foundation against an Orissa High Court decision that land acquisition procedures for the proposed university project was illegal.

IIT Bhubaneswar gets the largest endowment for a chair professorship in India?

Following is an excerpt from a report in Pioneer.

The State-based MGM Group, which is one of the oldest mines operators and setting up an integrated steel plant in Dhenkanal district, has upgraded its Memorandum of Understanding (MoU) signed with the city-based Indian Institute of Technology in July last year, for establishing a chair professor of Eminence for five years to MGM chair professor on a permanent basis.

The revised MoU was signed here on Monday between director of IIT Bhubaneswar Prof M Chakraborty and MGM group chairman Dr RL Mohanty for establishing the MGM chair professor in Minerals, Metallurgical and Materials Engineering in the IIT on a permanent basis. For the purpose, the MGM group has agreed to raise the corpus of `1.5 crore promised earlier to `3 crore. It is the largest endowment for a chair professorship in India.

VTU to start 180 crore Visvesvaraya Institute of Advanced Technologies (VIAT), an exclusive graduate school offering cutting-edge research-incentive programmes

Following is an excerpt from a report in Times of India.

In the 17 years of its existence, one of India’s largest technical universities — Visvesvaraya Technological University (VTU) — hasn’t had a constituent institute to call its own.

Come August, the Belgaum-headquartered university with nearly 180 affiliated engineering colleges, will start Visvesvaraya Institute of Advanced Technologies (VIAT), an exclusive graduate school offering cutting-edge research-incentive programmes.

To be set up at an estimated cost of Rs 180-crore, VIAT will be located on a 200-acre campus at Muddenahalli, birthplace of Bharat Ratna Sir M Visvesvaraya. In the maiden year, VIAT will offer MTech programmes in at least five areas at four campuses in Bangalore, Mysore, Gulbarga and Belgaum.

"VIAT will be designed on the lines of Indian Institutes of Technology and Indian Institute of Science. Some of the programmes we have drawn up are exclusive to the institute; no engineering college in the state is currently offering them," says VTU vice-chancellor H Maheshappa.

All four campuses of the proposed institute will have a dedicated centre specializing in a chosen area. IT capital Bangalore will house Centre for C3 Technologies — Control, Communication and Computation. Centre for Materials and Manufacturing Technologies will come up in Mysore and Centre for Engery and Environmental Technologies will be housed at the Gulbarga campus. At Belgaum, the Centre for Resources and Geosystems Technology will be set up.

… "To ensure quality research, we have designed a new model of autonomy for VIAT. While a full time director will look after the overall affairs of the institute, each centre will have a research council headed by an eminent scientist or a technocrat," adds Maheshappa.

When BPUT, Rourkela was formed there were plans for 5 institutes under BPUT. I am not sure what the status of those proposed institutes are. I think 1-2 of them started in BPUT’s constituent colleges. But I could not find any information in BPUT’s website.  Perhaps BPUT can borrow some ideas from VTU and establish similar centers.

Test taking enhances learning; So regular tests given by coaching classes are good

The latest issue of the Science magazine talks about research that establishes the importance of test taking to learning. See http://www.sciencemag.org/content/early/2011/01/19/science.1199327 for the abstract of that study. The New York Times article on that Science article at http://www.nytimes.com/2011/01/21/science/21memory.html?_r=1 says it in simpler words. Following are some excerpts.

Taking a test is not just a passive mechanism for assessing how much people know, according to new research. It actually helps people learn, and it works better than a number of other studying techniques.

… But “when we use our memories by retrieving things, we change our access” to that information, Dr. Bjork said. “What we recall becomes more recallable in the future. In a sense you are practicing what you are going to need to do later.”

It may also be that the struggle involved in recalling something helps reinforce it in our brains.

Maybe that is also why students who took retrieval practice tests were less confident about how they would perform a week later.

“The struggle helps you learn, but it makes you feel like you’re not learning,” said Nate Kornell, a psychologist at Williams College. “You feel like: ‘I don’t know it that well. This is hard and I’m having trouble coming up with this information.’ ”

By contrast, he said, when rereading texts and possibly even drawing diagrams, “you say: ‘Oh, this is easier. I read this already.’ ”

… Testing, of course, is a highly charged issue in education, drawing criticism that too much promotes rote learning, swallows valuable time for learning new things and causes excessive student anxiety.

“More testing isn’t necessarily better,” said Dr. Linn, who said her work with California school districts had found that asking students to explain what they did in a science experiment rather than having them simply conduct the hands-on experiment — a version of retrieval practice testing — was beneficial. “Some tests are just not learning opportunities. We need a different kind of testing than we currently have.”

Dr. Kornell said that “even though in the short term it may seem like a waste of time,” retrieval practice appears to “make things stick in a way that may not be used in the classroom.

“It’s going to last for the rest of their schooling, and potentially for the rest of their lives.”

What the above study means is that the coaching classes of India, especially the ones that coach for IIT have it somewhat right. The regular tests they do indeed make the students learn better.

However, many of the coaching classes take up so much time that students do not participate in other scientific activities such as doing experiments. As a result many students coming out of the coaching classes do not have much idea about doing hands-on experiments. Another criticism of coaching classes is that many students just learn the problem solving patterns without really learning the basics.

These 73 Universities are competent to award degrees as specified by UGC under Section 22 of the UGC Act with the approval of the statutory councils, wherever required through their main campus. Wherever the approval of the statutory council is not a pre-requisite to start a programme, the Universities are required to maintain the minimum standards regarding academic and physical infrastructure as laid down by the concerned statutory council.

It is also informed that Private Universities cannot affiliate an institution/college. They cannot establish off campus centre(s) beyond the territorial jurisdiction of the concerned State. However, they can establish off-campus centre(s) within the concerned State after their existence of five years and with the prior approval of the University Grants Commission. So far, UGC has not approved any off campus centre(s) of any Private University.

Course(s) under distance mode can be started by the private university only after the prior approval of the UGC-AICTE and DEC joint Committee for which Director, Distance Education Council, IGNOU, Maidan Garhi, New Delhi – 110068 is the coordinator.

Students/Public at large are advised to go through this website carefully at the time of taking admission and should clarify the status of the University from UGC before taking admission in any Private University other than those listed above

Further, para 3.7 & 3.8 of the UGC (Establishment of and Maintenance of Standards in Private Universities) Regulations, 2003 are reproduced below for information of all the Private Universities: –

3.7. A private University shall provide all the relevant information relating to the first degree and post-graduate degree/diploma programme(s) including the curriculum structure, contents, teaching and learning process, examination and evaluation system and the eligibility criteria for admission of students, to the UGC on a proforma prescribed by the UGC prior to starting of these programmes.

3.8. The UGC on detailed examination of the information made available as well as the representations and grievances received by it from the students as well as concerned public relating to the deficiencies of the proposed programme(s) not conforming to various UGC Regulations, shall inform the concerned University about any shortcomings in respect of conformity to relevant regulations, for rectification. The University shall offer the programme(s) only after necessary rectification.

Update on Centurion University of Technology and Management Parlakhemundi, Odisha

Their website is http://www.cutm.ac.in/. The university name appears in the UGC website of private universities at http://www.ugc.ac.in/inside/privateuniversity.html as well as in the Government of Odisha list of universities at http://www.orissa.gov.in/Portal/ViewDetails.asp?vchglinkid=GL014&vchplinkid=PL070. Their 2011 brochure is available at http://www.cutm.ac.in/downloads/public/CUTM-Brochure-2011.pdf. The university was inaugurated by the CM on January 22 2011.
