Status of Operationalisation of AIIMS Like Institutes: PIB

The civil work for Package I – medical college started at all the sites in last week of May, 2010 and is scheduled to be completed in 15 months except Patna where duration is 18 months. For package II – medical college, work started in the middle of September, 2010 and it is scheduled to be completed in 24 months from commencement of work. The civil work at all the six sites is at various stages.

At Rishikesh, the provision of basement for medical college has been deleted due to high water level during excavation. Consequently, structural analysis has been re-done and designs was got revised by the Design DPR consultant. At Bhubaneswar, there was resistance from local people for mobilization of activities of the contractor. As such, the work at Rishikesh and Bhubaneswar site are slightly behind the schedule.

An amount of Rs.622.37 Crore for construction of medical colleges and an amount of Rs.1330.71 Crore for hospital complex in respect of all the six sites were allocated. Mobilization advance of 5% has so far been released.

Out of 13 institutions, 10 institutions involve both civil work and procurement of medical equipment and the remaining 3 involve mainly procurement of equipment. Civil work at 4 medical colleges, viz. Trivandrum Medical College, Bangalore Medical College, Salem Medical College and Sanjay Gandhi Postgraduate Institute of Medical Sciences, Lucknow has been completed. The work at Nizam Institute of Medical Sciences, Hyderabad; Jammu Medical College and OPD and Academic Block of Kolkata Medical College is likely to be completed by December, 2010 and remaining 3 institutions in 2011.

Procurement of medical equipments for all the 13 medical college is expected to be completed by March, 2011.

Consulting Engineering Services designing AIIMS-like institute, IIT, and NISER Bhubaneswar

Their web page is http://www.cesinter.com/. From the flash presentation I got the following pictures.

In the above picture they wrote Bhubaneswar by mistake instead of Thiruvanthapuram. They are also the architect for IISER Thiruvanthapuram.

The correct picture for NISER Bhubaneswar is the following obtained from http://www.cesinter.com/arch_home/arc_proj32.asp?x=Architecture&y=Showcase%20Projects.

One may compare the design with the picture of NISER building plan pictures. They match.

Note that in http://www.telegraphindia.com/1100715/jsp/orissa/story_12682813.jsp it is mentioned that this company has also been hired for IIT Bhubaneswar.

Cabinet approves formation of societies for AIIMS-like institutions

The Union Cabinet today approved the proposal for formation of societies for each of the six AIIMS-like institutions being set up under the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY). These societies will be functional till the AIIMS-like institutions are brought under an Act of Parliament.

Creating legal entities in the form of a society for these institutions will facilitate greater autonomy and faster execution of the projects and will expedite release of funds from the Government. Each of these institutions will be registered as a society under the Societies Registration Act, 1860. 

Each society will have a two-tier Organization and Management structure. The Governing Council under the chairmanship of the Union Minister of Health & Family Welfare would have appropriate representation from concerned Ministries/Departments of the Government of India and other related organizations. This will be the apex body deciding all policy matters. 

There will also be a Board of Governors with Secretary (Health & Family Welfare) as chairperson with appropriate representation of State Governments. Persons with special knowledge in the field of science and medicine will be nominated by the Governing Council. 

Background: 

The Union Cabinet approved the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) in March, 2006 with the objective of correcting regional imbalances in the availability of affordable/reliable tertiary healthcare services and also to augment facilities for quality medical education in the country. Under Phase-I of PMSSY, six AIIMS-like institutions are being set up, one each in the States of Bihar (Patna), Chattisgarh (Raipur), Madhya Pradesh (Bhopal), Orissa (Bhubaneshwar), Rajasthan (Jodhpur) and Uttarakhand (Rishikesh) at an estimated cost of Rs. 840 crore per institution including nursing colleges. The formation of societies will give these institutions a governance structure, which is not there at present.

Status of AIIMS-like institutes; likely to be functional by December 2012

The Government is setting up six AIIMS-like institutions in the States of Bihar (Patna), Chhattisgarh (Raipur), Madhya Pradesh (Bhopal), Orissa (Bhubaneswar), Rajasthan (Jodhpur) and Uttarakhand (Rishikesh) under the first phase of Pradhan Mantri Swasthya Suraksha Yojana (PMSSY). Construction of residential complexes for the six AIIMS-like institutions in the first phase of PMSSY has been taken up separately and is at various stages of completion. The work for Package I, i.e. Construction of Medical College/Hostel complex has started in the last week of May, 2010. Letter of Intents for Package-II, i.e. construction of Hospital Complex were issued to the selected contractors. These institutions are likely to become functional by December, 2012.

The Government has also approved setting up of two more AIIMS-like institutions, one each in the State of Uttar Pradesh and West Bengal in the second phase of PMSSY. Location of the institutions will be finalized in consultation with the respective State Governments.

Tender invitation (again) for construction of hospital complex for the six new AIIMS like institutions

The advertisement below appeared in various newspapers today. Although the ad mentions that more details are in the http://www.mohfw.nic.in/ site, nothing is there yet. (It may take a few days for more details to appear there.)

IIT Kharagpur’s relentless pursuit of a medical school may pay off; AIIMS-like institute for West Bengal may be established in IIT Kharagpur campus

Following is an excerpt from a report in yahoonews.

The super-specialty AIIMS-like hospital, which was initially decided to be set up at Raiganj in North Dinajpur district, could be shifted to IIT-Kharagpur campus for "lack of land" in the north Bengal town.

"The state government had agreed to provide 100 acres land and facilities for electricity, water, sewerage and road connectivity in Raiganj. But the land acquisition by the state government has not yet started," Sube Singh, Deputy Secretary and CPIO of Union Health Ministry wrote in a reply to an RTI application. Union Human Resources Development Ministry suggested that the proposed AIIMS-like institution may be built in the premises of IIT, Kharagpur which could provide the land, he said. "The state government has conveyed its no objection for setting up of the institution in the IIT-Kharagpur premises," Singh stated. The institution would be built at a cost of Rs 823 crore which has been sanctioned by the Centre.

For long IIT Kharagpur has been trying for a medical school. It had faced many hurdles. Being aware of those efforts, MHRD seems to have played a major facilitator’s role above.

If this happens, this will be a major major achievement of Prof. Damodar Acharya, the current director of IIT Kharagpur.

Another point to note is that, one of the main reason this is being considered is because of the availability of land in IIT Kharagpur. All the new IITs and IISERs (except IIT Bhubaneswar) are constraining themselves by currently only allocating the minimal required land. Down the road they will not be in a position to avail of a similar opportunity. Fortunately, Prof. Damodar Acharya as a mentor of IIT Bhubaneswar ensured that the Odisha government allocated a large enough piece of land.

Center plans upgrading medical colleges in capital cities and seting up 250 nursing schools

Following is an excerpt from a report in Deccan Herald.

… the Centre will spend Rs 1,300 cr in upgrading the infrastructure and student accommodation capacity of government medical colleges in state capitals and Rs 1,200 cr in setting up 250 nursing schools, Health Minister Ghulam Nabui Azad said here at a Planning Commission meeting on infrastructure development.

Nursing training will be a key constituent of the government’s health scheme. At the moment, more than nine lakh nurses are registered with the Nursing Council of India.

Maharashtra preparing proposal for its 3rd medical college to be upgraded to AIIMS level

As per the report in http://pib.nic.in/release/release.asp?relid=59071 Grants Medical College, Mumbai is being upgraded to AIIMS level in the first phase and Govt. Medical College, Nagpur is scheduled to be upgraded to AIIMS level in the second phase. Following news item from Times of India mentions about a third proposal in the making with respect to BJ Medical College Pune.

Plans are afoot to upgrade the city’s B J Medical College and Sassoon hospital to the level of Delhi’s All India Institute of Medical Sciences (AIIMS).

… The joint director of medical education and research has directed the dean of B J Medical College to submit a plan to this effect. Confirming this, BJMC and Sassoon hospital dean Arun Jamkar said the plan would cost approximately Rs 350 crore on execution.

… "We have started framing the proposal as directed by the DMER and the blueprint will be submitted in a few days. We hope that it will be translated into reality," said Jamkar.

As we have mentioned several times earlier, the Odisha government should propose the upgrdataion of one of its existing state medical college to the AIIMS level.

The Government has approved setting up of six AIIMS-like institutions in the States of Bihar (Patna), Chhattisgarh (Raipur), Madhya Pradesh (Bhopal), Orissa (Bhubaneswar), Rajasthan (Jodhpur) and Uttarakhand (Rishikesh) under the first phase of Pradhan Mantri Swasthya Suraksha Yojana (PMSSY). It is also proposed to set up two more institutions, one each in the State of Uttar Pradesh and West Bengal in the second phase of PMSSY.

Each institution will have a 960 bedded hospital (500 beds for the medial college hospital; 300 beds for Specialty/Super Specialty; 100 beds for ICU/Accident trauma; 30 beds for Physical Medicine & Rehabilitation and 30 beds for Ayush ) intended to provide healthcare facilities in 42 specialty/super-specialty disciplines.

Bids for construction of hospital and medical college complex for the six AIIMS-like institutions in the first phase are under process. The timeline for completion of these works is the second half of 2012.

This information was given by Minister for Health & Family Welfare, Shri Ghulam Nabi Azad in written reply to a question raised in Lok Sabha today.

Following are excerpts from a report in Indian Express.

… The AIIMS at Bhopal is likely to cost Rs 849.46 crore, Bhubaneswar Rs 820.49 crore, Jodhpur Rs 777.64 crore, Patna Rs 858.43 crore, Raipur Rs 803.84 crore and Rishikesh Rs 820.15 crore.

… the officials suggested that certain operations of these new institutes should be outsourced through Public Private Partnership (PPP). Such operations include outsourcing routine/housekeeping services, hospital information system to a professionally managed agency and outsourcing of nursing orderlies and ward boys and other staff. “This strategy the health ministry officials argued would ensure minimal Group C & D employees,” a Plan panel source said. Nearly 95 per cent of the construction work for residential complexes for Jodhpur and Raipur Institutes has been completed, 45 per cent work has been completed for Patna and Rishikesh, while the construction for Bhopal and Bhubaneswar is gradually picking up,” he said. So far about 152 bids have been received including 57 for hospitals and 95 for medical colleges and hostels. “The technical and financial evaluation would be completed by March 30 and work is likely to commence by June 10,” the source said, quoting health ministry officials.

160 construction companies bid for the AIIMS-type institutes

Following is an excerpt from a report in expressbuzz.com.

There is an unprecedented response for tenders for the construction of new All India Institute of Medical Sciences (AIIMS)-type medical institutions in Patna, Raipur, Bhopal, Bhubaneshwar, Jodhpur and Rishikesh.

Sources in the Ministry of Health and Family Welfare sais around 160 construction companies joined the bidding making it more competitive.

Thanks to the incentive package, if the construction of the institute is completed within the stipulated time or little in advance of the scheduled time, the company would get benefit of Rs 10 crore at one stroke. As per the detailed project report, construction cost of each institution, which comprises the medical colleges and the hospital, is around Rs 300 crore and for the all the six institutes, the cost would be around Rs 1800 crore.

Tathya.in says: "Kolkota based Unit Construction has taken up the construction job, while the PSU, Hospital Services Consultation Corporation (HSCC) is the civil consultant for this projects."

• Out of the 14 blocks of the AIIMS, the roof works of eight blocks have already been completed.
• An alternative road has already been constructed for the Sijua village and 90 per cent work has already been completed.

I hope additional progress has been made with respect to the housing construction.

Some National Institutions/Universities and their locations; planning for the future in Orissa

Update on 27th April 2011: The Central University location has been changed to Bander Sindri near Ajmer and only 80 kms from Jaipur. The Innovation University (previsouly referred to as National University) aiming for world class is now pushed for Jaipur. [Times of India].

Tathya.in has a report that mentions some official saying that because of the lack of an airport in Rourkela central government will not agree to have ESIC medical college in Rourkela. I think this is a completely frivolous argument; I don’t see much connection between an ESIC medical college and an airport. (Often airport is a codeword for adequate infrastructure. If that is the case Rourkela indeed has the infrastructure for an ESIC medical college.)

However, in regards to certain centrally funded institutions, such a requirement is in the background and mentioned by journalists, even if they may not be spelled out explicitly. So while pushing for an ESIC medical college in Rourkela, we should set our target to push for more functioning airports as a next action item. Following is a more detailed analysis.

Given below are the locations of some national institutions and some related attributes. It is easy to see that for the locations of IITs, IIMs and National Universities being near (say within 120 kms or 2 hrs) an operational airport has been an important factor. For national universities, in addition being in a large (1 million plus metropolitan area) area with other research institutes has also been spelled out as an important criteria and it is reflected in the locations that are picked.  

On the other hand, the newly established central universities are in towns of all sizes and the locations of the NITs are mixed. The next level centrally funded but locally focused technological institutes, SLIET, Longowal, ABAGKC IET, Malda and Central Institute of Technology, Kokrajhar are on purpose established in rural areas and smaller towns. Unlike the NITs these institutions take only local students and also have programs focused on local needs. Nevertheless, their quality need not be bad. For example, SLIET is considered quite good.

Looking to the future following are some points relevant to Orissa.

• For Orissa to have future central institutions like IIM, SPA, etc. to be in a location outside of Bhubaneswar, Orissa must push for the quick establishment of airports and other infrastructure in other parts of the state. For example, the airports in Jharsuguda and Rourkela are the closest to be operational and they should  have scheduled flights at the earliest. Otherwise new centrally funded institutions may again be established near Bhubaneswar and crying hoarse after the fact may not be productive.
• Similarly the knowledge commission has proposed the establishment of 50 national universities in the long run. Considering that the education budget significantly increases from one 5 yr plan to the next, I would not be surprised if there is another set of them made during the 12th plan. Orissa must be prepared for that and by that time (there is a short window) have other areas in Orissa with adequate infrastructure that are being deemed necessary for a national university.
• Orissa must take advantage of the industrial and investment interests in Orissa, mostly due to its minerals, and develop metropolitan areas with larger population base. Currently the local people are creating roadblocks rather than helping in such development.
• In 2010 we should do our best to convince the planning commission, the PM and MHRD that the 12th plan (starting 2012) should include more centrally funded institutions of the kind that can be located in rural or semi-urban areas. In particular,
  • A centrally funded but locally focused technological institute (like SLIET) in all states. The one in Orissa could be located in Kalahandi or Balangir, the other two KBK districts that lack centrally funded institutions.
  • Two regional universities in each major states that are funded 50-50 by the state and the center. (This would be better than one centrally funded institute.)
  • Multiple branches of Indira Gandhi National Tribal University in districts with high tribal population.

Status of AIIMS-like institutions

The Government approved the proposal in 2006 for setting up of six AIIMS-like institutions in the first phase of Pradhan Mantri Swasthya Suraksha Yojana (PMSSY). 

The Design-DPR Consultants selected for preparation of designs and the Detailed Project Reports (DPRs) have submitted the DPRs for medical college and hospital complex. Project Consultants have also been appointed at all sites and work is expected to start in September, 2009 and get completed by the end of 2011. 

The availability of faculty/medical staff is key to efficient running of these institutions. The work of construction of residential complexes has, therefore, been taken up on priority work has started at all 6 Sites and will be completed at all sites by the end of 2010. 

In addition, it has also been decided to set up two more new AIIMS-like institutions, one each in West Bengal and Uttar Pradesh in the second phase of PMSSY.
